Azerbaijan is considering amnesty for capital and property to expand the sources of economic growth and investment toward enhancing transparency in its economy, says the Cabinet of Ministers’ report for 2020.

“The experience of other countries was studied, and the requirements of countries applying international standards and capital amnesty in this field were analyzed considering the amnesty of capital and property in the country in terms of economic growth and expansion of financial sources of investment. Under the current procedure, the Secretariat of the MONEYVAL Committee of the European Council has been informed about the start of operations to apply capital amnesty in Azerbaijan, and work is currently underway on related drafts,” the document reads.
